The Hong Kong International Aviation Academy (HKIAA) and the Fire Services Department (FSD) signed a Memorandum of Understanding (MoU) on 30 September 2022, with the aim of nurturing emergency response specialists for aviation incidents for the industry of the Belt and Road Initiative, and strengthening Hong Kong's status as an international aviation hub and a training centre with joint efforts.
With the HKIAA's extensive experience in personnel development, the emergency response capabilities of the FSD, and the advanced simulation training facilities of the Fire and Ambulance Services Academy, the collaboration will maximise the synergy effect in cultivating aviation emergency responders for the Belt and Road aviation industry and profoundly enhance the operational efficiency of the industry in handling aviation incidents
Witnessed by Mr CK Ng, CEO of HKIA Services Holdings Ltd., and Mr Andy Yeung, Director of Fire Services, the MoU was signed by Ir Simon Li, President of HKIAA, and Mr Ng Chan-leung, Deputy Chief Fire Officer (Operational Support and Professional Development).
Mr CK Ng said, “The full recovery of the aviation industry is on the way. With the anticipated growth of air traffic, the need for training in aviation emergency responses will gradually increase. Leveraging on the experiences and expertise of both the HKIAA and the FSD, the signing of the MoU is an important milestone that lays the foundation for supporting the aviation industry both locally and along the regions of the Belt and Road. It will also further consolidate Hong Kong's status as an international aviation hub and training centre.”
Mr Andy Yeung said, “The FSD's Airport Fire Contingent conforms to the recommended practices of the International Civil Aviation Organization (ICAO) to provide aerodrome emergency rescue and firefighting services at the Hong Kong International Airport. Moreover, the FSD's Aircraft Incidents Training Team proactively provides various training courses for the aviation industry of Hong Kong and the Greater Bay Area (GBA) to promote communication and mutual recognition of professional qualifications and to foster the development of the GBA.”
Hong Kong International Aviation Academy (the Academy) announced it has received the Gold Full Membership Certificate for the TRAINAIR PLUS Programme (the Programme) from the International Civil Aviation Organization (ICAO). The certification has acknowledged the effort of the Academy in developing and delivering a blend of ICAO-compliant training packages. The Certificate was presented during the ICAO Global Implementation Support Symposium, held in Istanbul on 29 June 2022.
The Programme promotes global collaboration in aviation training. By providing a methodology that streamlines and standardises aviation courses, the Programme aims to support civil air transport in sustaining a safe, secure and steady development. Launched in 2010, the Programme has grown a broad member base, consisting of over 100 members across 70 regions.
“We are delighted to be awarded the Gold Full Membership by ICAO. Since the establishment of the Academy in 2016, it has provided numerous programmes and courses to over 180,000 local, Mainland and overseas participants, offering a broad, aviation-oriented curriculum that is specialised in five primary disciplines: Air Traffic Management, Airport Operations and Management, Aviation Security and Safety, Emergency Services and Crisis Management, and Foundation and Academic Programmes. We shall continue to work closely with our partners and affiliates, including various local or overseas educational institutes, and professional organisations, to expand our curriculum and introduce more internationally recognised courses that ultimately will support the regional aviation industry to reach its enormous potential,” Simon Li, President of the Academy commented.
The Academy was awarded the Associate Membership back in 2017, then advanced to Full Membership in 2019. Having met the criteria of the newly restructured ICAO membership division, the Academy is proud to receive the newly revamped ICAO Gold Full Membership, and is delighted to be acknowledged for its active engagement in promoting ICAO standards, in addition to its continuous efforts in delivering diverse operational and regulatory trainings.
The restructured TRAINAIR PLUS programme membership comprises four levels of recognition, including Bronze, Silver, Gold, and Platinum. The Academy believes the new revamp will provide clearer direction for industry stakeholders to follow, and better serve modern aviation development.
The Academy has always been committed to implementing ICAO Standards and Recommended Practices (SARPs). Moving forward, the Academy will further support ICAO in its capacity-building efforts, via the extensive delivery of ICAO training programmes. The Academy will strive for a continuously thriving and sustainable aviation industry, with the goal of transforming itself to a Platinum Member, the highest status under the newly revamped Programme.
The Hong Kong Polytechnic University (PolyU) and The Hong Kong International Aviation Academy (HKIAA) signed a two-year memorandum of understanding (MoU) with an aim of contributing to the local aviation industry by cultivating talents and conducting aviation-related research projects with joint efforts.
Leveraging HKIAA’s extensive experience in talent nurturing, together with PolyU’s competence in scientific research, the parties will work closely to develop training programmes for the aviation industry, as well as optimise the execution of such programmes and the collaboration in promotion. In addition, one of the highlights of the MoU is to jointly conduct aviation-related research projects. The pair is committed to exchanging professional knowledge and experience of training and research and sharing such resources as training facilities and flight simulators, so as to maximise the synergy to cultivate talents for the industry.
Witnessed by Prof. Wing Tak WONG, Deputy President and Provost of PolyU, and Mr CK NG, CEO of HKIA Services Holdings Ltd., the MoU was signed by Ir Prof. H.C. MAN, Dean of Faculty of Engineering, PolyU, and Ir Simon LI, President of HKIAA, at the signing ceremony held on PolyU campus.
The Dean of Faculty of Engineering at PolyU, Ir Professor H.C. Man said, “This is a timely collaboration between PolyU and HKIAA for professional human resources development in order to support the rapid and imminent growth of our aviation industry in Hong Kong. We will work on various professional training programmes as well as research and development projects to groom our young generation in Hong Kong to be the key stakeholders in this pillar industry.”
Ir Simon Li, President of HKIAA said, “We can foresee that the completion of the third runway system at Hong Kong International Airport in 2024 will create more opportunities. There is a greater need than ever for talented individuals to join the aviation industry. We look forward to working together with PolyU to attract, develop and nurture young talent to support the sustainable growth of the aviation industry in Hong Kong and throughout the region.”
In spite of the challenges faced by the global aviation industry due to the pandemic, it is believed that the new opportunities ahead for the development of the industry are substantial. Through the cooperation with HKIAA, PolyU expects to make contributions to the aviation industry in Hong Kong.

The first-and-only homebuilt and registered aircraft in Hong Kong, named “Inspiration”, is now on a long-term display at the Hong Kong International Aviation Academy campus. The aircraft’s presence at the Aviation Academy reflects their shared goal of inspiring the younger generation’s interest in aviation and encouraging them to pursue their career in the industry.
This ”made-in-Hong Kong aircraft” first originated from locally born-and-raised Captain Hank Cheng, who has always dreamed of building his aircraft and flying it around the world in his childhood. Led by Captain Hank and Flight Engineer Gary Tat, the Inspiration team gradually grew to include 500 people, comprised of pilots, engineers, ground supporting staff, secondary school students, and other professionals from promotion and fundraising support. Following eight years of installation and test flights, Inspiration soared on its maiden flight at the Hong Kong International Airport on 15 November 2015. The aircraft embarked on its epic three-month Round the World journey on 28 August 2016 and returned to Hong Kong on 13 November 2016, having visited 45 airports in 20 countries around the globe. This remarkable Round the World journey represents an essential milestone in the history of Hong Kong aviation - the city’s first 100% homebuilt and registered aircraft travelling the globe with both its origin and destination in Hong Kong.
Inspiration carried the spirit of Hong Kong – the persistence in overcoming difficulties – around the world. By displaying the aircraft, flight logs and accessories at the campus, the Aviation Academy hopes to encourage their students and the younger generation to preserve amidst adversity to achieve their aviation dreams. The Aviation Academy will continue to uphold and advance its mission of endowing future generations with the knowledge and skills, nurturing youth to become future leaders in the aviation industry.
